　　油氣回收裝置安裝情況《中華人民共和國(guó)大氣污染防治法》第四十七條明確規(guī)定，加油站應(yīng)當(dāng)按照國(guó)家有關(guān)規(guī)定安裝油氣回收裝置并保持正常使用。那什么是油氣回收裝置呢？油氣回收裝置包括卸油油氣回收系統(tǒng)（一次油氣回收）、加油油氣回收系統(tǒng)（二次油氣回收）以及三次油氣回收裝置（三次油氣回收）。油氣回收系統(tǒng)油氣回收在線監(jiān)測(cè)設(shè)備根據(jù)《上海市生態(tài)環(huán)境局、市經(jīng)濟(jì)和信息化委、市交通委關(guān)于進(jìn)一步加強(qiáng)本市油氣回收治理工作的通知》（滬環(huán)氣〔2019〕234號(hào)），年銷售汽油量≥2000噸的加油站應(yīng)安裝油氣回收在線監(jiān)控設(shè)備，與生態(tài)環(huán)境部門聯(lián)網(wǎng)（上海市內(nèi)加油站均應(yīng)與上海市生態(tài)環(huán)境局聯(lián)網(wǎng)）。

　　驗(yàn)收監(jiān)測(cè)關(guān)于工況驗(yàn)收監(jiān)測(cè)應(yīng)當(dāng)在確保主體工程調(diào)試工況穩(wěn)定、環(huán)境保護(hù)設(shè)施運(yùn)行正常的情況下進(jìn)行，并如實(shí)記錄監(jiān)測(cè)時(shí)的實(shí)際工況。建議在驗(yàn)收監(jiān)測(cè)期間保持正常的工況。若國(guó)家和地方有關(guān)污染物排放標(biāo)準(zhǔn)或者行業(yè)驗(yàn)收技術(shù)規(guī)范對(duì)工況和生產(chǎn)負(fù)荷另有規(guī)定的，按其規(guī)定執(zhí)行。關(guān)于驗(yàn)收監(jiān)測(cè)內(nèi)容主要監(jiān)測(cè)項(xiàng)目包括：油氣回收系統(tǒng)（液阻、密閉性、氣液比、密閉點(diǎn)位泄漏檢測(cè)值、處理裝置排放濃度、在線監(jiān)測(cè)系統(tǒng)校準(zhǔn)和數(shù)據(jù)比對(duì)）、廠界廢氣、廠區(qū)內(nèi)廢氣、廠界噪聲，以及其他環(huán)評(píng)及審批部門要求的監(jiān)測(cè)內(nèi)容。加油站廢氣通常為油氣，一般采用非甲烷總烴作為油氣排放控制項(xiàng)目。關(guān)于監(jiān)測(cè)頻次油氣回收系統(tǒng)監(jiān)測(cè)項(xiàng)目：

　　Acceptance monitoring of working conditions should be carried out under the condition of ensuring stable commissioning conditions of the main project and normal operation of environmental protection facilities, and the actual working conditions during monitoring should be truthfully recorded. If the national and local pollutant emission standards or industry acceptance technical specifications have other provisions on working conditions and production loads, they shall be implemented in accordance with their provisions. The main monitoring items for acceptance monitoring include: oil and gas recovery system (liquid resistance, airtightness, gas-liquid ratio, leakage detection values at sealed points, treatment device emission concentration, online monitoring system calibration and data comparison), factory boundary exhaust gas, factory internal exhaust gas, factory boundary noise, and other monitoring contents required by environmental impact assessment and approval departments. 　　驗(yàn)收期限是指自建設(shè)項(xiàng)目環(huán)境保護(hù)設(shè)施竣工之日起至建設(shè)單位向社會(huì)公開(kāi)驗(yàn)收?qǐng)?bào)告之日止的時(shí)間。除需要取得排污許可證的水和大氣污染防治設(shè)施外，其他環(huán)境保護(hù)設(shè)施的驗(yàn)收期限一般不超過(guò)3個(gè)月；需要對(duì)該類環(huán)境保護(hù)設(shè)施進(jìn)行調(diào)試或者整改的，驗(yàn)收期限可以適當(dāng)延期，但最長(zhǎng)不超過(guò) 12 個(gè)月。
